Sofrito consists of red and green peppers, onions, lots of garlic and cilantro/culantro, sweet small peppers (ajices dulces) and olive oil or achiote (achiote infused oil).  The addition of oregano and the like are added during the cooking stage depending on the dish since they are not added to every dish. Heat is added in some cases, but it is not common.  Most folks erroneously confuse heat such as that in some mexican dishes to all latin dishes.  Furthermore, not all mexican dishes are hot- usually heat in the form of peppers or sauces are served on the side.
